Civil Identity is about making sure that people receive what they're entitled to. Civil ID is the foundation of identity; if the basis is incorrect, it will cause serious problems down the line. But making sure that the right ID is issued to the right person is a challenge. Identity matching must harmonize information from several sources that may contain slightly different data. Two records may contain the same name but different addresses. Are these two different persons or one person who has moved? Names might be spelled differently in different databases, but could still refer to one and the same person. Many cultures have naming conventions that lead to errors in unsophisticated systems.

But even a match result that seems to fit the record may still be wrong. Matching results against other modalities, such as fingerprints, tattoos, and photos, will increase the probability that you have the right person in front of you.

One ELISE deployment for entitlement is the recent case for the United Nations High Commissioner for Refugees (UNHCR): the worldwide roll-out of the Biometric Identity Management System (BIMS). BIMS was developed for the registration, deduplication, and verification of the forcibly displaced to ensure they receive assistance where and when needed. During its successful pilot program at the Dzaleka Refugee Camp in Malawi, over 17,000 refugees enrolled their biometric data and had their identities verified. In 2015, the project commenced on a global scale in Thailand.
